Legal and Regulatory Framework
- Ogun State Signage and Advertising Agency Law, 2008
- Ogun State Government Gazette, No. 38, Vol. 39, dated 25th September 2014
These laws empower OGSAA to regulate, license, and monitor all forms of outdoor advertising in Ogun State.
Our Permits
Outdoor advertising in Ogun State operates under a structured regulatory framework designed to ensure safety, environmental protection, and visual harmony.
The Ogun State Signage and Advertising Agency (OGSAA) provides various categories of permits for individuals, corporate organizations, and media owners. These permits are prerequisites for any form of outdoor advertising, display, or activation within the State.
Each permit represents a formal approval that guarantees compliance with both local regulations and international best practices in Out-of-Home (OOH) advertising.

First-Party Permits
First-party advertising refers to brand-owned displays—structures or signs installed by a business to promote its own goods or services. These include on-premise signage such as wall signs, rooftop signs, pylon signs, and building wraps located on the advertiser’s property.
At OGSAA, we ensure that every first-party structure adheres to design, safety, and aesthetic standards. Approval is mandatory before installation to confirm structural integrity, prevent visual clutter, and maintain harmony with surrounding developments.

Third-Party Permits
Third-party advertising refers to commercial outdoor displays where advertising space is sold to multiple clients—such as billboards, digital boards, unipoles, wall drapes, and gantries. These structures are operated by media owners or outdoor practitioners licensed by OGSAA.
Before any third-party installation, operators must obtain a valid permit covering structure location, engineering design, and advertising content. This process aligns with international OOH standards to ensure quality, public safety, and compliance with state urban development laws.

Mobile Advertisement Permits
Mobile advertising includes branded vehicles, buses, trucks, tricycles, and boats carrying commercial messages across the State. Since these ads operate dynamically within public spaces, OGSAA issues special permits to regulate their content, movement, and duration of display.
This regulation ensures public safety, prevents unauthorized publicity, and supports equitable revenue distribution to the State. Every vehicle bearing advertisement materials must be duly registered and approved before operation.

Activation Permits
Brand activations, product launches, roadshows, and experiential marketing activities are powerful tools for consumer engagement—but they also require regulatory oversight to protect public order and safety.
OGSAA’s Activation Permits authorize temporary outdoor campaigns in public or private spaces, ensuring they meet environmental, traffic, and aesthetic standards. This approval process also covers structures, banners, sound systems, and branded installations used during the activation period.
Contact us to obtain an activation permit before planning your event or field engagement.

Street Lamp Pole Advertising Permits
Streetlamp pole advertising provides an organized, aesthetic medium for urban messaging. However, due to their placement on public infrastructure, all lamp pole displays must be approved and managed through OGSAA.
We ensure these installations meet global safety standards—considering height, illumination, visibility, and environmental compatibility. Proper approval helps maintain uniformity and prevents clutter or damage to public utilities.

Why work with us
OGSAA CODE OF ETHICS
To Our Advertisers — Partners in Creativity
We see every advertiser as a storyteller, and every display as a message in motion.
We pledge to create a fair, transparent, and innovative environment where creativity thrives within the bounds of responsibility.
We protect your ideas, respect your timelines, and hold ourselves accountable to deliver clarity, speed, and professionalism.
Your brand deserves visibility that uplifts — not just attention that fades.
To Our Industry — Guardians of Standards
Outdoor advertising is more than steel and print — it is architecture, culture, and commerce combined.
We commit to building an ecosystem where ethics and excellence go hand in hand.
We champion fair competition, foster collaboration, and uphold structures that are safe, sustainable, and aesthetically true to Ogun State’s evolving skyline.
As an Agency, we lead not by control alone, but by example — raising the bar, not just enforcing it.
To Our Community — The Heart of Our Mandate
Our streets are shared spaces, and every sign that rises must respect the people who walk beneath it.
We safeguard the environment, preserve the beauty of our towns, and ensure that outdoor communication speaks with dignity and respect.
We are the custodians of visual order — balancing commerce with culture, progress with preservation.
Every billboard approved under our watch must earn its right to exist — by adding value to the city it stands in.
Our Ethical Spirit
1. Integrity is not just our policy — it is our practice.
2. Accountability is not a demand — it is our culture.
3. Transparency is not a slogan — it is our promise.
At OGSAA, regulation is not restriction; it is refinement.
We believe that responsible advertising can inspire a generation, beautify a landscape, and tell the Ogun story with pride and precision.
Together, we are building more than visibility — we are shaping identity.
